This two-day comprehensive seminar is designed to prepare law enforcement to effectively combat street gangs that continue to establish themselves and grow in your community. This program is for all ranks of aggressive uniformed patrol officers, investigators, gang unit and tactical officers from police departments of all sizes. Whether part of a multi-man gang unit or a three man police department, this is the gang course that is going to provide the tactical and investigative edge that mirrors the enthusiasm of seasoned veterans that have successfully eliminated "gang-bangers" that have seem to come out of nowhere. But the truth is, they have been here. Where did they come from? How many are there? Now what do needs to be done to affectively try to get rid of them?
In this course, the instructors will first outline and refresh the attendees on the history, identification, mind-set, criminal goals, and signs and symbols of specific gangs. The instructors will also discuss the connection between gangs and terrorism. What makes this course different is that the attendee will leave with a strategy to rid his/her community of gangs!

Day 2:
I. Conducting gang investigations - graffiti to homicide
II. Being successful in the interview – getting confessions from hard-core gang-bangers
III. Case preparation on gang cases for courtroom success
IV. Strategize your follow up attack- eradication strategies
V. Using additional resources after the arrest
VI. Connection between gangs and terrorism
INSTRUCTORS:
Montague Hall (Monty) started his law enforcement career with the US Coast Guard in 1994. He was assigned to one of the elite Tactical Law Enforcement Detachment Units out of Miami, Florida, which specialized in counter-drug operations. While Monty was assigned to this unit, he lived in South and Central America and on several Caribbean Islands where he performed counter-drug operations and organized training programs to familiarize foreign officials in maritime counter drug tactics. In 1999, Monty joined the Harvey (Illinois) Police Department where he was assigned to the patrol division. In 2001, Monty transferred to the Waukegan (Illinois) Police Department where he is currently employed. During his tenure, he has served in Patrol, Investigations, Gang and Drug Unit and is currently a Task Force Officer with the United States Immigration Customs Enforcement (ICE) Narcotics Group in Chicago, IL.
Monty has testified as a gang expert in numerous gang related cases and specializes in investigating gang related homicides and violent crimes. His ability to speak the Spanish language proficiently has enabled him to conduct a wide variety of different types of investigations along with conducting thousands of successful interviews and interrogations with suspects, witnesses, and victims. Monty has established and coordinated numerous successful investigations, which targeted mid to high-level gang members. He has also developed and presented gang awareness presentations before law enforcement agencies, neighborhood groups and civic organizations.
Monty has received numerous awards and recognitions for his accomplishments from the US Coast Guard, Harvey Police Department and the Waukegan Police Department. Monty was awarded the “Congressional Recognition for Heroism" from Congressman Kirk for investigative work, which resulted in the arrest of a violent gang member living only steps away from a Waukegan middle school.
Domenic Cappelluti, CFI, is a Detective with the Waukegan (Illinois) Police Department and is currently the senior homicide detective assigned to the elite Lake County Major Crime Task Force (Illinois). With over 13 years of experience Domenic has specialized in high profile violent crimes, such as gang shootings and homicides, murder for hire cases on gang-drug officers, and officer involved shootings. During his tenure with the police department, Domenic has worked in patrol, followed by investigations, and has supervised the gang suppression unit for 7 years. Domenic successfully conducted and supervised hundreds of gang and drug related operations throughout Lake County and the Chicago metropolitan area targeting Chicago based street gangs in Waukegan. Domenic has been an intricate part in receiving federal funding for Waukegan and other suburbs by establishing a clear understanding, through the media, of the growing number of "gangs in the suburbs". In doing so, the gang unit at that time was the first to take the congressman to the streets on several high profile operations to support the need for gang suppression funding.
Domenic has spoken as a gang expert at numerous universities and other venues across the State of Illinois. He has testified as an expert witness on gang related homicides and violent crimes. He teaches homicide investigation and interviewing and interrogation to law enforcement officers and Federal agents across the country. He is fluent in Spanish and Italian and has conducted thousands of interviews, to include interrogations in Spanish with Hispanic street-gang members.
Domenic is the recipient of numerous prestigious awards for his accomplishments. He has been honored by his police department, the State of Illinois, Congress, and numerous newspapers for his efforts. In fact, The Chicago Tribune named him one of "30 most successful professionals under 30". Domenic's experience and excitement toward gang suppression and interrogations always make for an enjoyable time and a great class!
Domenic is an active member of the International Homicide Investigators Association, Illinois Drug Officers Association, and the Illinois Tactical Officers Association, to name a few. Domenic is proud to be a Certified Forensic Interviewer (CFI).
This project is supported by Homeland Security funds, awarded by the Illinois Terrorism Task Force through the Illinois Law Enforcement Training and Standards Board.
